AREA OF CONSIDERATION:

INTRODUCTION:

Serves as the Marketing Specialist for Fleet Readiness Naval Station Rota, Spain with responsibility for coordinating and developing marketing and information programs; accurately conveying, through a variety of mediums, information concerning MWR, CYP, NGIS and Galley services and programs.

MAJOR DUTIES:

Serves as principal advisor on matters pertaining to communications and marketing policies and services. Incumbent develops long-term marketing and strategic plans to maximize patron utilization and satisfaction while enhancing MWR (N92) programs self-sufficiency and/or profitability. Responsible for evaluating the effectiveness of marketing plans, strategies and communication programs as determined by customer response and overall success of programs. Attends major installation events and provides constructive marketing feedback to the Fleet Readiness Director, FFR NAF Business Manager, Morale, Welfare and Recreation Director and Activity Managers for After Action Reports.

Responsible for initiating, directing, and implementing comprehensive marketing, public relations and sponsorship/advertising sales initiatives for MWR programs in coordination with Program Directors. Obtains information on upcoming events, special programs and offers from activity managers. Develops advertising strategy to determine most effective and efficient method of reaching a target market.

Plans media campaigns designed to enhance participation, and where appropriate, increase financial income to the activity by considering factors such as: the characteristics of the target audience and the media mix most relevant to reach them, timing of publicity, cost/benefit of advertising, and so forth.

At the Fleet Readiness Director’s direction, serves as representative to community and briefs media on programs and activities and their impact on civilian community. Maintains oversight of all publicity, promotion and public relations for installation Fleet Readiness programs and activities. 

Conducts commercial Sponsorship and Commercial Advertising. Compiles lists of viable annual events for which to seek commercial sponsorship. Negotiates mutually beneficial sponsorship terms and executes all supporting documents. Coordinates with the installation Office of the General Counsel to ensure terms of sponsorship are in accordance with all DON, CNIC and local regulations and policies.

Carries out Equal Employment Opportunity (EEO) policies and communicates governing policies to subordinates. Administers and ensures compliance with comprehensive fire, safety, sanitation, security, environmental and occupational health programs.

QUALIFICATION REQUIREMENTS: To qualify, must possess one of the following:

• Bachelor degree from an accredited university with a major in journalism, communications, marketing or a related field AND a minimum of two years recent experience in the field; OR

• A combination of directly related education, specialized training, and/or recent experience that demonstrates skill in applying strategic marketing processes, consumer research, writing, advertising, photography or video totaling a minimum of 5 years.

KNOWLEDGE REQUIRED BY THE POSITION:  Skill to plan and implement consumer research, analyze data and provide suggestions for potential improvement. Skill in developing and implementing effective marketing strategies and campaigns including those that increase awareness of programs and services. Skill in professional-level writing for advertising, print, and digital (Web and social media) content that aligns messaging across all media platforms; writing presentations and briefs to personnel and patrons at all levels.

Experience with editing, revising and rewriting materials to ensure all relevant and factual data is included, current and applicable. Strong command of English language and grammar. Knowledge of digital marketing principles and awareness of the latest trends. Experience with oversight of the production of materials (i.e., planning, developing, approval and implementation cycle).

Ability to prepare or coordinate the production of exhibits. Ability to be organized and a self-starter.

Additional specialized experience preferred: Working knowledge of AP Style. Working knowledge of Web content management systems. Knowledge of printing processes. Ability to take photos and audio/video footage, edit, download and post to digital platforms such as CMS, Facebook, Flickr, Instagram and other digital platforms. Knowledge of graphic design and photography software programs, and other software programs, in order to work with Visual Information Specialist.

Knowledge of CNIC guiding principles and FFR mission and goals. Knowledge of Department of Defense (DoD), Department of the Navy (DoN) and CNIC policies, guidance, procedures and instructions. Knowledge of DoD, DoN, and CNIC mandated communication requirements, including internal and external audiences, print, Web and social media policies.

CONDITIONS OF EMPLOYMENT:

  • This position requires successful completion of: physical examination, local background investigation and NACI background.

  • Selected individual is subject to direct deposit of pay.

  • Persons who are US Citizens and also citizens of Spain are not employable in a US Position.

  • NATO SOFA and Agreement on Defense Cooperation (ADC) between Spain and the United States are applicable when determining eligibility.
