AREA OF CONSIDERATION:

U.S. citizens in the local commuting area who are authorized sponsors or command-sponsored dependents of civilian and military personnel.

INTRODUCTION:

This position is located in the Liberty Program, Community Activities Division of the Morale, Welfare and Recreation Department, US Naval Station Rota, Spain. The incumbent works under the direct supervision of the Liberty Coordinator and is responsible for the routine daily operations of the Liberty Center. The Liberty Center includes a movie/band room, community classroom, and recreation area including: game tables, arcade games, coffee mess, lounge and reading area. The Liberty Program provides a positive support system for overseas unaccompanied active duty members to assist with relocation, to develop and improve social skills, and to participate in leisure opportunities.

DUTIES:

Incumbent performs routine daily operations of the Liberty Center to include greeting customers and monitoring authorized users. Ensures compliance with patron check in/check out procedures.

Collect fees and charges in accordance with the established cash handling procedures. Compares daily activity reports. Accounts for all monies and receipts. Organizes and executes a variety of in-house tournaments and other Liberty Program special events. Communicates to supervisor patron requests and/or suggested program changes developments. Informs supervisor of damage to equipment. Exercise the Star Service Customer Skills in dealing with customers, co-workers and supervisors. Lead patrons on Liberty Trips acting as the escort and/or driver. Assists Liberty Coordinator with community wide special events, including festivals and concerts. Perform other related duties as assigned.

QUALIFICATIONS:

Qualification Requirements: Six (6) months of general experience OR one (1) year of education above high school.

General Experience: any type of work that demonstrates the applicant’s ability to perform the work of the position.

Ability to interact effectively with users, other staff members and supervisors, using tact and courtesy to accomplish assigned tasks. Ability to communicate liberty procedures and policies and to solve customer’s problems.

Knowledge of ADP equipment and ability to communicate ADP information to users.

Applicant must be able to obtain a government’s driver’s license and be able to drive a passenger van both on and off base. Must be able to obtain a valid CPR and Frist Aid Certifications.

CONDITIONS OF EMPLOYMENT:

  • This position requires successful completion of: physical examination, Local Background Investigation and NACI Background.

  • Selected applicant will not lose any entitlement for future spouse preference eligibility (NAF/GS positions)

  • The incumbent will be required to work nights, weekends, holidays and split shifts. Duties will require traveling to various recreation facilities and work sites on and off base. Overnight travel is required for some Liberty trips.

  • Position requires some long period of standing, walking, hiking, driving, active games and travel by air, bus, train or boat. Light lifting not to exceed 45 pounds may be involved. Time could be spent outdoors exposed to the element, particularly direct sunlight, head and cold.

  • Selected is subject to direct deposit of pay

  • Persons who are US Citizens and persons who are US Citizens and also citizens of Spain are not employable in a US Position.

  • If selected, military personnel must provide this office with written authorization from their command to work during off-duty hours.

  • NATO SOFA and Agreement on Defense Cooperation (ADC) between Spain and the United States are applicable when determining eligibility.
