AREA OF CONSIDERATION:

INTRODUCTION:

This position is located in the Community Recreation Division, of the Morale, Welfare and Recreation Department, US Naval Station Rota, Spain.

MAJOR DUTIES:

Performs a variety of duties in support of Community Recreation program that may include special events, recreation information/resources, command events, visiting ships or fleet support, community events, trips, tours, party and picnic rental equipment, resale tickets, recreational green space management, library, liberty, and outdoor recreation.

Provides customer service, information and support of community recreation programs and activities. Service to MWR customers includes, but it not limited to: checking ID cards to ensure authorized use of recreation facilities, resources and equipment, providing information about activities and program offerings, opening and closing facilities, ordering and restocking supplies, and preparing snack bar menu items or pre-packaged retail items. Collects fees from customers associated with sales of tickets, retail and rental items, as well as from classes, trips, and various other community recreation programs using Point of Sales (POS) and computer programs. It is accountable for the accuracy of daily sales transactions and complete Daily Activity Report (DAR) at the end of every shift.

Assists in processing customer Internet registrations, initial log-ins and event registrations.

Checks Community Recreation equipment and resources in and out. Collects any applicable rental fees, inventories items and completes inspections upon return. Notifies supervisor of program lead if damage or loss has occurred. Ensures all rental or check out forms are properly complete and reservation and check-out procedures followed.

Conducts inventory for proper accountability of program equipment and resources. Inspects, maintains and performs upkeep maintenance and repairs on all equipment and resources.

Assists in day-to-day administration of multiple programs to which assigned. Tasks include submission of event after-action reports, patronage data collection and database administration.

Performs inventory of various types of equipment, retail goods, supplies and items deemed to have cash value. All administrative duties are accomplished through a variety of means, including computer software programs which track resource inventories, patron usage/comments, and program standards metrics.

Assists with recruitment, training and scheduling of Community Recreation staff.

Actively supports the command statement of adherence to EEO principles and policies.

Assists in the planning, coordinating, publicizing, marketing and execution of MWR programs and special events. Responsible for entertainment and promotion scheduling.

Assists in updating of electronic and multi-media support tools, Promotes use of recreational e-reading resources available through online MWR Library Program resources.

Develops working partnerships with both on base and off base organizations to support and benefit MWR programs. Responsible for the community outreach to assist in the development of contacts. Assists in the creation of professional proposals, execution of agreements and follow-up.

Adheres to NAVMED-P-5010 sanitation requirements.

Initiates and follow up on maintenance trouble calls to get equipment/facility issues resolved.

Provide support for Community Recreation even set up and break down. May perform general housekeeping duties as needed.

Performs other related duties as assigned.

QUALIFICATIONS REQUIREMENTS:

Two years of combined experience related to customer service and/or recreation is preferred.    

Successful completion of 2 years of study that included at least 12 semester hours in courses related to recreation (e.g., basic psychology, group dynamics, physical education, arts and crafts) may be substituted for 1 year of experience.

Ability to organized, plan, administer special events and entertainment activities.

Must be able to work independently, make sound decisions and have the ability to communicate effectively both orally and in writing.

Knowledge of the goals, principles, techniques and methods of procedure used in organizing, planning and conducting all types of activities.

Knowledge of the Navy MWR mission and the entire scope of Community Recreation activities and their suitability for individuals, groups, ages and interests.

Knowledge of recreational and entertainment events.

Knowledge of computers, office procedures and print production.

CONDITIONS OF EMPLOYMENT:

  • This position requires successful completion of: physical examination, Local Background Investigation and NACI Background.
  • Selected applicant will not lose any entitlement for future spouse preference eligibility (NAF/GS positions)
  • The incumbent will be required to work nights, weekends, holidays without a fixed schedule
  • Selected is subject to direct deposit of pay
  • Subject to recall regularly.
  • Wears protective clothing and equipment as situations warrant.
  • Must have or be able to obtain within 90 days of being placed in the position, and maintain a valid driver’s license in order to transport patron’s off-base.
  • Must be ServSafe trained, hold an Emergency First Responder (EFR) or CPR First Aid Certification, and hold a current Food Handler certification, upon being placed in the position or be able to obtain these trainings/certifications within 90 days of being placed in the position.
  • Persons who are US Citizens and persons who are US Citizens and also citizens of Spain are not employable in a US Position.
  • If selected, military personnel must provide this office with written authorization from their command to work during off-duty hours.
  • NATO SOFA and Agreement on Defense Cooperation (ADC) between Spain and the United States are applicable when determining eligibility.
  • To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees.
